“Buka propaganda”: Kosovo imports 77m euros of wheat and flour for 9 months, Peci had declared himself a midterm bread granter

Kosovo continues to remain deeply dependent on imports of basic agricultural products, including wheat and flour. In the first nine months of this year alone, the country has imported goods worth over 77m euros, proving that the motto “bubka” still comes from abroad.
Agriculture Minister Faton Peci had earlier chosen a bakery to launch the election campaign, mixing the breadcrumb with political promises. With white fronts, among flour petals, he declared that “Kosovo has provided the bread of the motto”, a phrase that has already turned into its favorite refrain every time the elections approach.
But, unlike his photo, Kosovo Customs figures are more serious than propaganda. In January alone September 2025, Kosovo has imported about 77.55m euros of wheat and flour from abroad. So, any bread particles that fall on our tables are more production of Serbia, Romania and Hungary than of the “breadland” that Minister Peci mentions, reports DemocracyFollow Periscope.
Figures That Distract propaganda
According to Kosovo Customs data provided by Democracy.com, for the January period September 2025 has imported:

Total: 77,551,930 euros.
So, while minister Peci in the oven talks about <x0 food security”, Kosovo pays millions of euros for foreign flour.

Of these 77m euros, about 30.9m euros come only from Serbia, which dominates the flour market and the durum wheat:
Double wheat: $ 9.8 million
Double wheat flour: 18.9 million dollars
Grain: $2.17 million
Common wheat flour: $34,000
So 80% of the durum flour entering Kosovo comes from Serbia. In September alone, Kosovo imported 1.33m euros of wheat from Serbia, while the Minister of Agriculture spoke of “adequate local production”.
Albania, Austria, Romania, Hungary and Northern Macedonia are also regular suppliers of the Kosovo market. Over 5.3m euros of wheat have been imported from Romania alone, while from Hungary more than 4.3m euros.
In February of this year, Pec wrote on Facebook:
They're gonna have to have bread and make sure they win the elections! ”

If the bread is “provided”, then it's customs, not fields.
