According to the SPAK report, charges of criminal activity “have been filed against Balluk. The violation of the equality of participants in tenders or public auctions”, in co-operation.
The investigation relates to public procurement procedures for the construction of the Llogara tunnel, part of the Orikum '%mara road section, on the Vlora Saranda highway.
According to SPAK, the tender in question was initially held on December 11, 2020, and after its annulment, it was reopened on June 22nd 2021 with a limit fund of over 18 billion dollars, without VAT.
SPAK announces criminal offense, “Share in tenders or public auctions violation”
The Postal Prosecutor Against Corruption and Organised Crime is investigating under 2025 criminal prosecution No.136 (joined with the No.167 and 181 criminal proceedings in 2024) for criminal work,“Exchange of the equality of participants in tenders or public auctions”, envisioned by Article 258 of the Penal Code.
Under the investigation of this criminal proceedings, today, in 31.10.2025 was reported charges of defendants Belinda Balluk, with top state office, Ministry of Infrastructure and Energy Minister, charged with carrying out criminal work,“Shalit of the equality of participants in tenders or public auctions”, in co-operation, envisioned by articles, 258/2 and 25 of the Penal Code.
To this stage of preliminary investigation, criminal evidence, charge warrant of defendant Belinda Balluk, has to do with its actions, in the quality of the Ministry of Infrastructure and Energy Ministry, for one of the procurement procedures, the subject of this investigation, “Construction of the Llogara tunnel <20x1>, in the Orikum-Himara road section, part of the US8Vor-Saranda Highway (eightth) conducted on 11th 12th.20th and after its revelation, is re-opened on the 2220th, 8206th, 8206th, 958 billionth, nine hundred and eight hundred and eight hundred and eight hundred pounds [eightth] of VAT.
In 21.10.2025, the Special Prosecutor, as a processor body, has announced the defendant through a letter number 37398 protocol. The defendant, after becoming aware, announced in 23.10.2025, the proceeding body that he could not appear on the date and hour. By means of another letter, with protocol number 37881, the date 24.10.2025, the Special Prosecutor requested her presentation today, October 31, 1500 p.m.
