35 million street maintenance tender in Kosovo ends in O The timeout, suspected of manipulated prices

Company “ABI Cons” sh.p.k. Tirana has filed complaints against the ministry, claiming that the tender for “the summer and winter maintenance of Kosovo's national and regional roads for the next three years” has been prepared in order not to reflect real market costs and “jeopardises quality, security and fair competition”, reports the report. The tender involving 15 tears for different regions of the country, according to “ABI Cons” has been financially underestimated by the Accounting Authority, not including the basic expenses for staff, equipment and construction materials.


The complaint says that only fixed expenses required in tender documents for a single tear amount to over 3.5m euros on VAT, while the values offered by the Ministry for many of the tears are lower than that amount.
Our calculations make it clear that the projected budget does not even cover the minimum cost of providing staff, equipment and watch facilities for 36 months. Let alone the costs of building materials such as asphalt, concrete or winter maintenance salt”, the company's complaint, reports Periscope.
By “ABI Cons”, the Ministry of Infrastructure, has requested high standards, such as the commitment of three qualified engineers, 30 technical workers, and a series of winter and summer equipment for each tear, but without predicting the necessary financial means to cover them.
The Contactories for the execution of this project have submitted mandatory requests to the OE, offering ownership for 36 months: 3 qualified engineers, 30 technical workers, 31 summer equipment, 14 winter equipment and about 1,122 m2 watch objects”, it says in complaint.

The document points out that the current tender, if applied with these values, “would jeopardise the quality of service and public safety during the three-year period of contract”.
But the complaint doesn't stop there. In the second claim, the company has highlighted disagreement and uncertainty in the criteria for the leader of the group of economic operators. According to them, in part documents are required for the leader to fulfill 50% of financial capacity, while in another part 60%, creating confusion and dual interpretation opportunities.
This disagreement could unfairly affect the selection of bidders and constitute violation of the principles of transparency and equality in treatment”, the company further stresses.

The trend for road maintenance is among the largest to have been announced every three years in the country, with values totaling tens of millions of euros, and has often been subject to complaints by local and foreign companies.
If O The EPS does not examine it in optimum times, Kosovo's roads may remain without restraint, but also fail completely. Since winter is approaching, the streets of Kosovo may not be cleared of snow, if O The E.A. approves the complaint to this operator.
