Svechla and Hoxha “Reported without Prosecutor's Order Order Ordered raid on parallel structures in 10 municipalities

Minister of Internal Affairs Xhelal Svecla has once again used the Kosovo Police as good for votes, less than a month before the February 9th parliamentary elections.
Wednesday morning, police have launched an action to shut down Serb parallel structures in ten municipalities in the country, on orders from Interior Minister.
The Kosovo Police Action puts judicial security at risk. The raids in ten municipalities occurred without the State Prosecutor's Order, Paparaci has learned from sources within the law enforcement authorities.
Paparaci has found that the Constitutional Prosecutor in Pristina and the Constitutional Prosecution in Gjilan have refused to issue the warrant for the raid, arguing that the request of the Kosovo Police “did not contain any doubts based on the commission of criminal work”.
Without the prosecution's orders, violating the criminal procedure code, this interior minister's order has been implemented today by Kosovo Police Director Gazmend Hoxha.
On Wednesday morning, Svecla said the action was undertaken by MPB, Kosovo Police, as well as two other ministries. He didn't mention the State Attorney.
“With joint action between MPB and KB, as well as MINT and MAPL, concludes the era of Serb municipalities and parallel and criminal institutions in the Republic of Kosovo”, he wrote on Facebook. “As we have pledged, we do not allow any parallelism and much more criminal of Serbia to violate the Constitution of legality in our country”.
Sources told Paparac that the State Prosecutor refused to issue warrants for the raid with the argument that police have not presented evidence for suspicion based on the conduct of the criminal offence for the investigation.
All of this, as the Paparac Journal's sources have revealed, the target of the raids was some of the objects that “has been closed long ago and were existing as parallel structures”. This implies that the aim of this unnecessary action was strictly trying to win more votes in the February 9th elections by the ruling party.
This act marks a clash between the Prosecutor and police conducted by Jelal Svechla to instrumentalise justice in the function of the electoral race.
Paparac has sent questions to police director Gazmend Hoxha, the Kosovo Police, the Constitutional Prosecutor in Pristina and the one in Gjilan, but has not received answers until the publication of this article.
This case is not the first time the Kosovo government uses or tries to instrumentalise Kosovo Police for political points.
The executive has often been praised and tried to take credit for himself when successful shares of the Kosovo Police have been held, especially in the northern part of the country.
Otherwise, several parallel structures in the north have been closed in recent weeks. Recently, lock has been placed on the insurance company “Dunav” in northern Mitrovica.
