What does that mean?
Strategic dialogue is a process that the US State Department in most cases develops with different countries of the world aimed at advancing bilateral relations.
This process includes high-level discussions between the two countries taking place either in Washington or in the current country, on a wide range of topics such as defence, security, environment, energy, economic co-operation, etc.
Based on information from the State Department, Radio Free Europe confirmed that the US has developed strategic dialogue with France, the United Kingdom, Romania, Austria, Poland, Slovenia, Moldova, Greece, Northern Macedonia, Qatar, Oman, Bahrain, Egypt, etc.
The US is involved in strategic dialogue not only with states, but also with organisations or movements of countries it does not consider Allied, such as the Belarusic Democratic Movement led by Svilatana Tsikhanouskaya.
Strategic dialogue with both Kosovo and Serbia

The bill also cites the need for implementation of the Ohrid Agreement between Kosovo and Serbia, stressing that when sufficient progress has been made, the United States should consider initiatives to strengthen bilateral relations Both sides.
These proposed steps include launching strategic bilateral dialogue with Kosovo and Serbia and supporting concrete initiatives in the field of trade and investment”, said Senator Jeanne Shaheen's press release.
In the region, only Northern Macedonia has entered such a strategic dialogue with the US. The first meeting was held on June 2nd 2022 in Washington, DC, and was conducted by former Northern Macedonia Foreign Minister Bujar Osmani and US Assistant Secretary of State for European and Eurasian Affairs Dr. Karen Donfreed.
At the time, the two countries stressed their support for Ukraine's sovereignty and territorial integrity and reaffirmed their commitment to regional integration of the Western Balkans through political, economic and security initiatives.
At the meeting, they also highlighted the strategic importance of developing advanced defence capabilities, developing bilateral exercises and training activities to improve interoperability and readiness.
Moreover, they reaffirmed commitment to boost diversification and energy independence in support of national security and shared commitments to enhance and deepen bilateral economic and trade co-operation.
