68-year-old Burgum will run an agency managing the use of 202 million hectares of federal and tribal land, a fifth of the country's surface.
It is expected to pursue Trump's intention to increase energy and minerals production in public lands, likely to add new licenses to oil producers such as Wyoming and New Mexico and the Gulf of America, as it has renamed Trump Gulf of Mexico.
A rich former computer software executive, Burgum has portrayed itself as a traditional conservative, business-minded.
During its confirmation hearing, Burgum said it would expand oil and gas drilling rights and support reforms that could speed up development of energy projects.
His comments signalled a sharp turn in federal policy after former President Joe Biden's administration tried to limit oil and gas drilling on federal lands and to promote renewable energy sources such as the wind and sun, as part of its climate change programme, reports VOA.
Burgum ran against Trump for appointing the republic before leaving the race, expressing support for Trump.
His name is also considered the head of a new national council to coordinate policies to increase energy production in the United States.
