Acting on the procurement page Friday shortly before midnight, this institution has cleared the possibility of a complaint in O The spread of what the operator has a 10-day deadline, which suggests that carrying voter material through Kosovo's embassies for the February 9th election is already an impossible mission.
The Central Election Commission has rejected a technical operator's complaint about the tender it awarded to “A L Dushi”, an irresponsible company, for carrying voter materials through the polls at Kosovo embassies worldwide and returning balloting to Kosovo, without meeting the required criteria.
Rejecting the complaint, The CEC charged it to the Kosovo Public Procurement (e-procuration) site on Friday shortly before midnight (23:48).
The economic operator who had complained had a financial offer nearly twice as low as “A LDish” who was declared the winner of the tender. While the CEC has been working on this process, which it has suspended, over 100,000 citizens living abroad vote for parliamentary elections from January 9th to February 9th, when they will be held in Kosovo. Nearly 105 thousand citizens in diaspora are registered to vote. The process of holding their votes is already seriously at stake.
The CEC thus argued the concessions and failure to meet criteria from this company, not even taking on the fact that the Ministry of Foreign Affairs had severed the contract in October last year, as 406 passports, 165 IDs and 4 citizenship decisions had not led to destination, and other documents were damaged.
The Ministry of Foreign Affairs has asked the Procuring Organisation on December 24th last year for this company to be put on the blacklist and not to participate in the tender processes for a year.
The economic operator, whose bid has been declared “irresponsibly irresponsible” on Wednesday, had filed complaints in the CEC. Evidence has been presented proving that their bid for carrying international remittances with diplomatic status has been made to meet the requirements set forth in the tender.
“offer A L Dusi” does not meet even the basic technical conditions for carrying official remittances with diplomatic status, as had been requested in tender by the CEC.
The complaining economic operator has presented evidence that the CEC had committed serious violation of the law, proposing it as the winning tender company “A L Dushi”, which, in addition to offering at nearly twice the price, does not meet even the basic criteria for carrying documents with diplomatic status.
Under the law, the complaining side can now complain to the Procuring Bureau in a ten-day term from receiving a complaint rejection. /Express/
