Miroslav Lajcak, the European Union's emissary for Kosovo- Serbia will complete its mandate in two days. In an interview for %s RTSH Radio Television of Serbia), he has said the EU will be committed to the dialogue process and reaching an agreement between Kosovo and Serbia.
Lajcak says that Kaya Kallas, EU High Representative for Foreign Policy and Security himself, will be involved in the issue, along with Peter Sorensen, Lajcak's successor in the position.
As Lajcak shows after parliamentary elections in Kosovo, held on February 9th, there will be a proposal for Kosovo and Serbia.
We have a very good analysis of the situation and we know very well that, especially since autumn of last year, since Kosovo entered the election campaign, we have to deal with specific issues. We had three meetings of chief negotiators during autumn and winter. We sat down for hours and talked very specifically about a number of issues. We are preparing for the EU to start talks at the highest level after elections in Kosovo. The new EU High Representative for Foreign Policy and Security, Kaya Callas, has made it clear that it will be directly involved and that it wants to lead the process. An EU stance is being prepared, a proposal for both sides. Of course, I can't talk about this more in detail right now. My successor, Peter Sorensen, who is an experienced diplomat and well recognises the Balkans, will be there to help Kaya Kallas in this work”, Lajcak said.
The United States often engages in this process, though not as mediator during the Biden Administration. But, in 2020, under Donald Trump Kosova and Serbia's initiative, they had signed an economic agreement known as the Washington Agreement.
Donald Trump has already returned to power, but Lajcak says there is a difference between “Trump 1”, and “Trump 2”, adding that it is important to establish contacts between the European Union and the US on issues related to the Western Balkans.
I wouldn't want to get into speculation. You can see that “Trump 2” is different from “Trump 1”, that work is much better organized and that people know what they want to achieve. Thus, experiences from previous administration cannot be transferred mechanically. Second, there is only one positive perspective for the Balkans, it is the European perspective. Americans, Democrats and Republicans know this and they've never denied that their role is to help with this. I expect it to be like this in the coming months. It is important to establish contacts at EU and US levels as soon as possible and reach an agreement on a common approach to the Western Balkans, where the EU must lead, for objective reasons, but be able to rely on support and understanding.
