Haradinaj sues all special financing states

In the question of whether he is confident that the Strasbourg Court will accept the indictment that Haradinaj exercises against the Kosovo Court, since the Republic of Kosovo is still not a member of the Council of Europe, Cadman is strongly optimistic about the fact that Kosovo's state will not be indicted, but EU member states that contribute financially to the functioning of the Special Court.
“Of course, Kosovo's Specialised Chambers and the Specialised Prosecutor's Office are institutions of the Republic of Kosovo, but we know that the element of internationalisation of this Court or a hybrid form of how it works is the fact that it is created on the basis of an international agreement and that there are a number of states, states of Europe, which finance it. And when you raise a matter in the sun EDNj cannot be against an individual or organisation, but only against the state that is a member of the KiE and GEDN.
