The CEC reacts after reporting that it awarded the tender to a company the MPJ asked to be put on a black list

The Central Election Commission has come out in response to reports that it has been asked to hold diaspora votes to a company required by the Ministry of Foreign Affairs to be put on a blacklist for passport losses. In response, the CEC is said to have announced tenders in [...] procedure.

Furthermore, it is said that in terms of this activity, the CEC has accepted two bids from two economic operators and, after the assessment, has found that only one operator is responsible in relation to the tender file requirements, as defined in the Public Procurement Law provisions.

Following published news and media interest in the tendering procedure for attracting parcels and sending/translating election materials for voting outside Kosovo, the Central Election Commission deems it necessary to provide the following clarifications.
For the elections for the Assembly of the Republic of Kosovo, which will be held on February 9th 2025, according to the Law for General Elections, voters outside Kosovo who have registered successfully to vote through mail, have the opportunity to send ballot packages to post boxes that are opened from the CEC to 22 countries in the world. Also, voters outside Kosovo have the possibility of voting at 33 diplomatic representations of the Republic of Kosovo.
Therefore, to realise the package withdrawal service with ballot papers as well as the return of election materials to diplomatic representation of the voting process, the CEC has announced tender in open procedure to contract the economic operator, which will perform postal services.
After cancelling the open procedure, taking on the short deadline, the CEC has used the negotiated procedure under the Law for Public Procurement. The procedure has been developed by implementing the principles of transparency, the CEC has, respectively, invited all licensed economic operators for postal services from ARKEP, which do not prove to have a halt, is not on the blacklist from the Procuration Research Organisation, as it is claimed.
In terms of this activity, the CEC has accepted two offers from two economic operators, and after the assessment, has found that only one operator is responsible in relation to the tender file requirements, as defined in the Public Procurement Law provisions. Offered prices are only weighted prices for entities, and the value of implementation is based on the needs presented for the required services.
The contract in question has not yet been signed, since from the other operator, participants in the tender procedure, there is a request for review of the documentation.
