Among the files were 95 women and girls, but 93 of them declared non-responsence. At the conclusion of the investigative activity under criminal prosecution no. 5, 2023, and after a two-year investigation of 113 (a hundred and thirteen) persons, including 95 women and girls, the Special Prosecutor has shared investigative acts. For 93 of these women and girls, it has been announced that no pain in the investigation and trial, sending acts to the Prosecution to the First Court of General Jurydiction, where criminal acts have been committed. Also, investigative acts have been divided into 3 (three) of those currently investigated, while investigations include other persons who have not yet been correctly identified.
After the investigation was completed, the Special Prosecutor has submitted 30.12.2024 to the Special Court against Corruption and Organised Crime, applying for the trial of the matter against the 17 defendants charged, linking acts of criminal prosecution no. 5/1, 2023.

The defendants are charged with criminal acts “developing and selling narcotics”, “Constructuring narcotics plants”, “Head of criminal acts by structured criminal group” and “production and possession of weapons and ammunition”, designed by net 283 paragraph 2, 284 paragraph 2, 284, 333/a paragraph 2 and 334 Penal Code, actions carried out in the Rno area, from the ground to 1027, where they found the four-vetight-locked sewers in front of the sewers and the water source.
The Typeology of Criminal Activity
The event was launched in December 2021, as it extended during June-November 2022 and on the date 10,11.22 was found and seized the amount of 871.4kg of cannabis (the plant products “canabis sativa L”, which was discovered in 769 plastic crates and within 11 sacks of black plastic, were also found and seized weapons and fighting ammunition. A total of 1.7-1.8 tonnes of sativa cannabis has been obtained from the event.
The organisation, direction and financing of “The production and sale of narcotics”, the organisation, direction and financing of “Narcotics Development”, “the possession of unregistered weapons, explosive weapons and ammunition”, carried out more than once, was done by defendants Blerim Jaka and Sadet Hasa.
The activity of “The production and sale of narcotics and “Narcotic plant qualifications” was exercised and monitored simultaneously by defendants; Sidri Bisha, Endriol Jaka, Jurgen Wolfaj, Suad Smaj, Samoel Lusaj and Mirvaldo Disha.
The defendants; Blerim Jaka, Sadetin Hasey, Sidri Bisha, Jurgen Ujaj, Hamdi Dyli and Samoel Lusaj carried and guns without permission to protect the exercise of illegal activity.
“Narcotic plant cultivation activity” within “Structural Criminal Group” was mainly exercised by defendants; Hamdi Dyli, Arben Vrapi, Adil Ciflik, Lulzim Busataj, Mustaf Maney, Bashkim Mema, Edison Mema, Drita Mema and Izmire Mema.
The surfaces of the land were hired before, by the defendants; Hamdi Dyle and Arben Vrapi and their family (through contracts). After the cannabis and saplings have been secured and rented at Berat, to be closer to daily activity, infrastructure has been established for planting and cultivating them, with the aim of selling further- conducted from July 2022; all defendants and especially the two accused women, have taken on “rescripting” of the workforce from Albania's towns and districts, against the lures of good daily payments to work in that, free transportation and sleeping areas where they were created. The defendants have actively engaged in caring for narcotic plants, breeding cultivation, cutting, drying up cannabiscones, further selling, spending on necessities of work, food and medicine for plants, medical medications, and paying workers in the greenhouses.
Investigations reveal the involvement of other persons, notably identified in carrying out this illegal activity in the Structural Criminal Group, and to whom further investigations are followed, writes SPACE.
