Serwer for the attack on Iber-Lepenci: Hard to determine who the potential perpetrators are

Professor of American University Johns Hopkins and Balkan Development connoisseur Daniel Serwer said the terrorist attack on the water channel at Iber-Lepenc is a terrible act that has been able to have major impacts on the quality of life for the population in Kosovo. Regarding the possibility of infiltrateing Russian elements in the organisation of the attack, Cerwer described this as a possible hypothesis, but stressed that without concrete facts, correct conclusions cannot be drawn.
It's a terrible act. Of course, it would affect the quality of life for a large number of the population for a long time. But from Washington it is impossible to know who did it, better than in Belgrade or Pristina. And it seems to me that neither side has clear evidence of exactly what happened,”, Cerer said.
When asked about the Kosovo Government's accusations against Belgrade, Cerwer stressed that it is still difficult to determine who is behind the attack.
“at this moment is hard to determine who is the attacker or possible perpetrators of the latest incident. I don't want to get involved in useless speculation. Of course, Belgrade has denied and even accused Pristina. This is the situation where we have two capitals that have no neighbourly relations. Of course, they will accuse each other and deny knowledge of such a case and therefore need tangible evidence. I hope that authorities in Kosovo, those court and enforcement laws will present evidence very soon”, he said.
Serwer added that there are Russian pressures and there have been a series of attacks against Kosovo all the time, while considering the West's mistake of not punishing Serbia.
”I have said many times there are several incidents that occurred during the last year, and all of this tells me that Belgrade has committed itself to a sweeping effort to destabilise Kosovo through the north. Of course, the EU and the US should have reacted to these incidents. I believe it was a huge mistake for these incidents to remain uncondemned as needed. Such attacks are clearly rushed, supported and planned in Belgrade, including the kidnapping of police officers, then attacks on KFOR peacekeepers, but also the attack on Banjska, but as I said, I don't have how to know, especially about this recent incident, whether it is like the other planned in Belgrade, or it may be the consequence of anyone else, including Russian forces. However, we have to wait for evidence”, he added on public television.
