The PDK disputes 20 laws in the Constitutional, Beqa accuses Government of interfering in the Assembly: Playing the role of the monarch

The Democratic Party of Kosovo (PDK) will seek to assess constitutionality for 20 laws adopted hastily by the parliamentary majority of the Vetevendosje Movement at the 5 December session.

The PDK has singled out this process as an open violation of the Constitution and of the Parliament Rule.

MP The PDK, Hajdar Beqa, stated that the procedure followed for passing laws constitutes a “law smuggling” and a misuse of the Assembly Speaker's institution.

He noted that the laws passed within hours, without any emergency situation that would reason on such an approach.

The December 5th session has become a law smuggling in my opinion, and the institution of the Parliament's chairman is misusing, is violating the Parliament's regulation, and is violating the constitution of Kosovo. Because we have not had any state of emergency that the first and second - reading laws pass within hours. Several hearings outside the rules of the Kosovo Constitution are called, and I have no idea why they are up for this law.

20 laws have been passed on a matter of hours. These laws, the form the assembly has passed, except that they do not change the state of citizens on the ground, do not facilitate the lives of citizens and institutions. These complicate it because they have no space, as is the procedure that between two readings become working groups, relevant commissions, invert parties and discuss specific cases”, Beqa said.

So, accusing the VV of violating the Constitution and parliamentary procedures, Beqa named this as an attempt to control the government's Parliament.

“in our system, constitutional parliamentary, parliament controls the government, unfortunately these have tried to create instruments for Government to control parliament, as it did on December 5th.

We will challenge the PDK in 20 laws in the Constitutional Court.

Even in the past when we have sent a law into the Constitution, we have been convinced with evidence that we have arguments to reverse the law. We have so many arguments here, especially in the procedure, but also in the content that there are flagrant constitutional violations. Because powers are divided, we have legislative, executive and judicial power. There is no way that the executive will play monarch”, Beqa added to Dukagjin's FIVE.
