The Kosovo Assembly has continued work in late hours of the evening, with the sole presence of majority deputies, for the adoption of an accelerated procedure of a series of bills in the first and second review, one of which was called an extraordinary session.
The regular plenary session had started work between 2: 00 p.m. and in the order of the day there were 27 points, but it lasted until about 23:50, following Vetevendosje deputies' request for avoidance of specific deadlines for second review of a series of bills that were said to be important for the vote.
In the second reading, the Bill for the Mediterranean Games of Pristina 2030, the Bill for Preventing Money Laundering and Combating the Funding of Terrorism, the Bill on Paying Service, and the Bill on the State Senior Test.
Chairman Glauk Konjufca next proposed an extraordinary session with the sole point of the agenda, following the assurance of the signatures of 40 deputies from the majority, for the second reading of the Bill for the Administrative Court, which received the votes of 62 deputies present.
After the emergency hearing, MPs continued with the review of the remaining agenda points, in which the draft resolution for the assessment of the work of the Independent Council overseer for Civil Service for 2022 did not get the necessary votes as the next draft resolution was adopted for assessing the work of the Independent Supervisive Council for 2023.
The Assembly passed on both readings and the Bill on Funding Water Resources Management, the Central Environmental Inspectorate Bill, the Bill for Central Cultural Heritage Inspectorate, the Bill against the negative phenomena in sports, the Bill for Changing the Law on Special Prosecutors, after meetings of respective parliamentary committees.
MPs have approved the Pension Savings Fund's application for the appointment of an annual investment tax of 0.030 per cent and operational of 0.047 per cent for 2025, parliamentary commissioning regulation for The KSF, with recommendations for monitoring the implementation of the Law for Competing Public Enterprises, the report with recommendations for monitoring the Law for Health Professionals, as well as for monitoring social enterprises, as the COSTT annual report on 2023 was not adopted in absence of quorum.
While for this night's gathering, Alliance for the Future of Kosovo deputy Paul Lekaj has reacted. He said that procedures were violated for this session.
They have 40 signatures. They've made procudural avoidances based on the regulation of the” assembly, Lekay told Express.

Under the direction of Chairman Glauk Konjufca, in the afternoon the Parliament entered the session, scheduled by the Parliament's Headship, meeting the agenda with additional points.
Following statements outside the agenda, the Parliament first examined the Bill for the XXI Mediterranean Games “Pristina 2030”. The bill was presented by Culture, Youth and Sports Minister Hajrullah Ceku, who at the moment considered historical, under which he holds the sport in Kosovo, offering unique opportunities to improve the image in the international arena.
After the discussions, with 62 votes for, the Assembly of the Republic of Kosovo first adopted the Bill for the XXI Mediterranean Games “Pristina 2030”.
The Assembly also reviewed and adopted the Bill on Bank and the Central Inspectorate Bill for Market Supervision on second reading.
MPs with 63 votes for, adopted in second reading the Bill for Air Navigation Services Provider, the Bill on Change and Complete of the Law for Prevention of Money Laundering and Combating the Funding of Terrorism, as well as the Bill on Paying Services.
Next, the Assembly appointed Ali Bruqaj and Ali last year members of the Kosovo Pension Savings Fund Steering Board.
In the absence of decision-making the Bill on Reproductive Health and Associated Medical Destitution and the Civil Status Bill were postponed for another session.
The session continued with the draft's principle vote on the state-run prom exam, which received the majority of votes of deputies present.
Parliament deputies reviewed the Second Read Bill for harmonising Special Laws with the Law on Resurrection, which was approved by 62 votes for, as did the Bill for Change and Fulfilling Special Laws on Establishment of Legal Acts by Government and Ministers, as well as the Bill on Admination of Municipal Acts.
But in the second reading, the Parliament adopted the Law for the Mediterranean Games “Pristina 2030x1>, for which it was formerly put to the polls for avoidance from the Parliament's rule.
In addition, with avoidances from fair procedures, the Parliament reviewed and adopted the Law to prevent money laundering and combating terrorist financing, as well as the Law on Tax Services and Bill on the State Senior Test.
The Assembly reviewed the Bill for the Administrative Court on second reading, which was approved by 62 MPs.
The Assembly continued working on the vote by the draft resolution to assess the work of the Independent Council for the Civil Service of Kosovo for 2022, which was not approved, while overwhelmingly approved the draft resolution to assess the work of the Independent Council's Civil Service of Kosovo's work for 2023.
Next, the Assembly approved the first-hand draft for the management of water resources and the Bill for Central Inspectorate of Environment, Water, Nature, Construction, and Protection From Radiation and Nuclear Security, the Bill for Central Cultural Heritage Insult, the Bill against negative phenomena in sports, as well as the Bill on Change and completion of the Special Prosecution Law.
The Assembly approved the investment tax of 0.30 percent and the operational tax of 0, 047 percent for 2025 of the Kosovo Pension Savings Fund, as well as the working order of the Parliamentary Commissioner for the Kosovo Security Force.
The session followed with the review and approval of the report with recommendations for overseeing the implementation of the Law for Public Enterprises, modified and fulfilling with laws No.04/ L-111 and No. 05L-009, the report with recommendations for monitoring the implementation of the Law for the Odas of Health Professionals, and the report with recommendations for monitoring the Law's implementation of social enterprises. In the absence of quorum, the annual public enterprise report System Operator, Transmission and Market was not put to the polls in 2023.
Chairman Glauk Konjufca after reviewing these points opened the extraordinary session, in which five bills were put to vote, which in advance by a vote motion were avoided by regular procedures.
The Second Reading Bill was adopted on the Funding Management of Water Resources, the Bill for Central Environmental Inspectorate, Waters, Nature, Construction, and Protection From Radiation and Nuclear Security, the Bill for Central Cultural Heritage Inspectorate, the Bill against the negative phenomena in sports, and the Bill on Change and Fulfillment of the Special Prosecutor Law.
After reviewing and voting these points, the Parliament closed the works of the plenary hearing.
The previously reviewed and approved bills received the support of relevant parliamentary commissions.
