This has been a political pledge of a government with NATO in the context of reaching the Brussels agreement as an act of trust and political guarantees to facilitate the deregulation and integration of Serbia's institutions into the Kosovo system (sufficient KFOR and police). Let this government undo that political commitment and let it launch the KSF if you think there's a different possibility. Otherwise for the legal framework and international mandate NATO can stop KSF everywhere in Kosovo, but does not because... Amelika Amelica.
