The conference will be held at 11:00 before the European Union Office in Pristina.
Terras has been named in November this year as a rapporteur for Kosovo in the European Parliament.
Terras' appointment to the post agreed to the PEP's group on the Commission for Foreign Policy.
Riho Terras is former military from Estonia, who has also been deputy in the preliminary composition of the European Parliament.
Earlier, political groups in the EP had agreed to share the posts of rapporteurs for Western Balkan states.
Afterward, each group decided from its own ranks to appoint a rapporteur for the country.
The PEP group this time belongs to the position of rapporteur for Kosovo.
Traditionally, in the last 20 years, the rapporteur for Kosovo was always from the Green Group's ranks.
This group marked decline in support in recent elections for EPs held earlier this year.
