Kosovo blames Serbia for the attack, which is denied by official Belgrade.
The attack on the Iber-Lepenci Canal, which the EU had condemned as a terrorist attack, as well as the Banjska attack last year, will be condemned, and the invitation will be repeated for those responsible for these attacks to be brought to justice.
The Council remains deeply concerned about the situation in northern Kosovo. Kosovo and Serbia must take sustainable steps for deespass, refrain from unilateral and provocative actions that could lead to tensions and violence, and avoid divisive rhetoric“, the draft of this document says.
The EU will also reiterate that measures against Kosovo that are in force, but could be removed if appropriate steps are taken to reduce tensions.
As the REL reports, there are major differences among member states over measures towards Kosovo.
Most member states want the measures removed immediately and completely, but there are places like France and Italy, which want gradual removal. Hence, these differences are sometimes influenced by the measures still in place.
