Meetings shared in Brussels between Kallas and Kosovo Prime Minister Albin Kurti, and Serbia's president, Aleksandar Vuciq, were not within the framework of dialogue for normalising reports between Pristina and Belgrade, mediated by the European bloc.
“I met President Vuciq and Prime Minister Kurti. The only way towards EU membership is through normalisation of reports between them, under the Ohrid Agreement. I welcomed their willingness to co-operate after the latest terrorist attack. The leaders must face justice”, Kallas said through a post on social networks.

Kallas also said he would work for the Western Balkan region, “in order to move forward on a path with the enlargement process, which benefits the EU and those countries. And the other way is to try to seriously reduce existing tensions so that we can move forward in dialogue between Pristina and Belgrade, where I am willing to invest my” time.
Kurti insists on road to normalisation of reports
Kosovo Prime Minister Albin Kurti said that with Kallas, he has discussed the issue of Kosovo's European integration and reports with neighbouring Serbia, while saying Kallas is “at the right time and at the right place”.
By the leaders that have Europe today, I believe Mrs. Calllas is at the right time and in the right place. We have high expectations that Kosovo that the Western Balkan region will benefit greatly in terms of European, democratic values, economic and financial support and security in general”, Kurti said after the meeting.
Kurti told reporters that he has asked new European Commission structures to insist on implementing the Agreement on the road to normalisation of reports with Serbia, reached last year and not forget this agreement every time dialogue is mentioned.
Kurti said he has announced Kallasi's investigation into the latest attack that took place on November 29th in Zubin Potok to the Iber-Lepenci Canal and said he has reiterated Serbia's request for the handover of Milan Radoichi, who has claimed responsibility for the September 24th 2023 armed attack on Zvecani Banjska.
Speaking of the explosion on Iber-Lepenci channel, for which Kosovo has blamed Serbia, Kurti said many Russian elements have been found.

There are confiscated weapons and materials found. Of the 74 emblems that were confiscated, 20 are Russian, from various Russian entities, the others are mainly Serbian. Kallas, who has launched its five-year mandate on December 1st, will have the responsibility of mediating the dialogue process between Kosovo and Serbia.
Asked if he gave signals to Kallas about how he sees the continuation of the dialogue, Kurti said she heard more and would later be seen how.
Today's “meeting has been more about listening to us. And he will listen to others and there is no doubt that next year he will intensify the peace and integration process, working with her team. But what form this will take is hard to say now. Clearly, it is showing its commitment to the region and that is a good sign for Kosovo as well, which has expectations by Mrs. Kallas, but also for the entire region”, he said.
Kosovo's prime minister said he has not given up on his terms for dialogue concerning the handover of Radojici, the withdrawal of a letter sent to EU institutions last year by then-Serbian Prime Minister Ana Brbanic, and the insistence on signing the agreement on the road to normalisation of reports.
The agreement, also known as the 11 articles Ohrid Agreement, envisions, among other things, a level of self-awareness for the Serb community in Kosovo, mutual recognition of state symbols, that Serbia not block Kosovo's membership in international organisations, and requires that Pristina and Belgrade implement, as well, all previous agreements reached during the dialogue.
Kurti also said he has sought the removal of the punitive measures the EU holds in force over Kosovo.
Vuciq says he had an easy “ ” conversation with Callasin
Meanwhile, after meeting with Kallas, Vucic told reporters that the conversation with European diplomacy chief “was not easy”, but said the conversation was genuine and open.
“She [Callas] insisted on a greater compliance with our foreign policy, especially on imposing sanctions on Russia, on continuing dialogue and a greater readiness for compromises with Pristina, as well as on the quick resolution of the case in Banjska”, Vuciq told reporters in Brussels, adding that he responded to these requirements “in line with Serbia's” policy.
He again denied Kosovo's claims that Serbia stands behind the explosion in Zubin Potok, when Kosovo's critical infrastructure was damaged.
The Serbian leader expressed readiness to co-operate with all in the possible investigation and detention, as well as in prosecuting responsible persons.
Serbia's president reiterated that Serbian authorities will inform the public once they have any evidence regarding who is responsible for the attack on Zubin Potok.
Later on December 3rd, Kurti and Vuciq, along with other Western Balkan leaders, have held separate meetings with new European Council President Antonio Costa.
Bilateral meetings were held, prior to a dinner Costa organised with the region's leaders.
Costa wrote on social networks during meetings with regional leaders conveyed the message that the future of the Western Bank is in the EU”.
According to sources from the EU, these meetings were intended for Costa, which the mandate has started Sunday on December 1st, to be personally recognised with them, but also to prepare the EU-Western Balkans summit that will take place on December 18th in Brussels.
Otherwise, Kurti and Vuciq met for the last time under Brussels' dialogue in September 2023.
A few days after that meeting, the attack took place in Banjska, where armed Serb groups attacked the Kosovo Police and killed a policeman.
On the other hand, judicial authorities in Serbia have warned that they will soon make a decision regarding whether or not to bring an indictment against Radojici for the Banjska case, as Serbian authorities have conducted a separate investigation into the case.
The EU and the United States have repeatedly demanded that those responsible for the attack face justice.
Kosovo blames Serbia for the attack, but Belgrade denies it has a finger on it.
The responsibility for the attack has been taken over by Milan Radojic, former deputy chairman of the Serbian List, the main party of Serbs in Kosovo, who enjoys Belgrade's support.
Kosovo has filed an indictment for Banjska's case, and Radojcic is said to have been responsible for the group. Pristina has demanded that Serbia hand it over to Kosovo authorities.
