The interministerial group for protection and preventing violence against women and domestic violence requires urgent action:

National Co-ordinator for protection from domestic violence, violence against women and gender-based violence, and the Interministerial Group react strongly to Clan Kosova Television's decision to introduce within a house under a television show, the person who has been denounced for domestic violence, to whom by September of this year there has been a Defense Order. This decision, in addition, aims at minimising and normalising a dangerous phenomenon our society is facing, such as domestic violence.
The interministerial group for protection and prevention of violence against women and domestic violence seeks to take urgent action:

The Republic of Kosovo through the constitution's ratification has made the Istanbul Convention an integral part of it, and the same prevails over local legislation. Given the mandate granted under the Convention, the institutional responsibilities Article 12 of the Istanbul Convention, respectively, general obligations:
Point 2. The sides take necessary legislative measures and other measures to prevent all forms of violence covered by the object of this Convention by any physical or legal person.
Point 3. Every measure taken according to this chapter takes into consideration the specific needs of individuals without protection because of particular circumstances and prioritizes the rights of all victims.
National Co-ordinator and representatives of the inter-ministerial group with the aim of implementing measures to promote and protect the right for everyone, especially women, to live without violence in the public sphere, as well as in private”, attract the attention of high television in the case of Mrs. Drnusha Latifi participating in the show "Big Brother," which is a survivor of domestic violence, and which has possessed Defense Order (UM) from her former husband, Mr. Atilla Cardesh, who UM was active from 10/02/2024 for the six-month period.
Mrs. Latif under psychological pressure in the face of the ex-husband who has been described as a bully with the release of the UM itself is a form of psychological violence, which Mrs. Latifi in a vulnerable psychological position, and presents re-victimation opportunities but now in a situation of psychological public pressure.
The situation that Mrs. Latifi, in the presence of former husband “raper”, presents special cases, and on behalf of prioritising the dignity of a family violence survivor, who is publicly speaking of threats from the former husband, already tried, we call on Klan Kosova management to attract Mr. The Cardesh Atilla from television format, to prevent any form of pressure, or psychological violence, which burdens position and creates conditions for relivers of violence from surviving Mrs. Latif.
The Istanbul Convention imposes on the state to take all actions through Article 13 of the Convention “to raise awareness and perception by the general public about the different manifestations of all forms of violence covered by the object of this Convention, their consequences for children, and the need to prevent such violence”.
Given the fact that Mrs. Latifi and her former husband have two common children, we express our concern, that the children of the former couple are placed under the potential risk of victimizing and re-victimising, publicly witnessing potentially violent verbal or physical situations, through public pressure that will be transmitted to opinion, and that will have a negative impact on the emotional well-being of children.
The media has an irreplaceable role in education and opinion creation, maintaining freedom of expression, and expressing creativity for attracting and predictability is certainly guaranteed right, but local and international legislation directly applicable in the Republic of Kosovo also holds the media responsible for ensuring the protection and encouragement of women's participation in public life, preventing any form of discrimination or putting them in a pitiable situation by not violating the dignity and preservation of physical and emotional prosperity.
Istanbul Convention Article 17 “Private sector participation and media” recognises the role and responsibility of the media and the private sector in preventing any violence against women, we quote: The parties promote the private sector, the communications and information technology sector and the media, about freedom of expression and their independence, to participate in policy processing and implementation, and to appoint regulatory guidelines and standards themselves for preventing violence against women and increasing respect for their dignity”.
Therefore, in the quality of the institutional Mechanism for nationwide co-ordination against violence against women, with the aim of preventing any kind of psychological, verbal or physical violence, appeal to the Kosovo Clan Management to make the decision to exit Mr. Atilla Cardesh from the show, with the aim of preventing and protecting psychological, physical, and maintaining the victim's dignity.
From the history of the experience of violence survivors, to testify with the actual existence of the UM in the six-month term, as well as with the stories made public by the survivors themselves, with the aim of preventing violence and psychological pressure that could potentially be exercised by the ex-husband present in the format of the show, as well as the prevention of public pressure that can be exercised by the programme's own audience, because such an approach relating to violence to women opens the way for expression of hate in the public discourse, through deignive comments that can convey the situation.
The media are considered the most powerful allies in preventing violence against women, and their pro-active approach to broadcast media programs that strengthen women's role in society prevents violence against women by creating safe, not discriminating environments against women.
The show in question has extensive and indirect audiences and puts the public and society in the position of accomplice, in real time, of pressure and psychological violence, which we believe is not the target of television's TV show and editorial policies.
