This appointment is made contrary to the Law for Public Officials, University Statatin ʹ specifically contrary to Article 20, paragraph 4 of the University of Status, which stipulates that the Steering Council to hold meetings must have quorum of at least 5 members. Only four members attended that meeting.

On the date 04.10,2021, at the meeting of the University Steering Council “Haxhi Zeka” in Pec, Tirana Baftiu Hasani, who had flagrant conflict of interest (extracidented below), because she has been aware that there was no quorum (4 members) to hold this meeting.

After this illegal meeting, she is appointed a cheat of the Secretary General's duty.

Among other things, Mrs. Baftiu-Hasani has official labour contracting for legal issues at the Agrobisnes Faculty, this position of the professional category while exercising the position of senior director, which is contrary to Article 35 of the Law for Public Official;
