The Ministry of Culture, Youth and Sports (MKRS), led by Hajrula Ceku, has opened a tender worth 1.5m euros, demanding a company for production services of television spots and documentaries.
Although the goal is to support the activities of the MKRS and the subordinate institutions, the size and content of this tender raise questions about the priorities of public institutions and management of state funds.

What does the tender include?
The tender includes a wide range of services, ranging from the production of television spots and radios to the maintenance of social networks and the borrowing of sophisticated technical equipment. For a deadline contract 36 monthsThese are some of the elements involved:
- The production of television spots and radios.
- Preparing material for social networks and documentary shows.
- Loaning lighting equipment and busy access to advanced specifications.
- Promotive products, such as cups, umbrellas, cats, and logos.
If we analyze technical details, some requests such as using the 35,000-anescent laser designers and creating materials for various platforms are appropriate for major events. But does this justify such a high cost for a ministry with a largely cultural and educational mandate?
The spending of 1.5m euros on products and services, including promotional products such as pencils, scarfs or logo bags, is hard to argue as a national priority. Furthermore, some of the tender's technical specifications appear to be exaggerated and potentially built to favour particular bidders. For example, the use of sound devices that provide 115 dB at a distance of 70 meters is a luxury rarely used for regular public activities, reports Democracy.
Also, inclusion of expenses such as “maintaining social networks” and “continuing hosting and domain” for an annual period shows a tendency towards centralising services that can be better managed by institutions themselves.
While funds for infrastructure, sports and art often remain limited, such spending may be perceived as neglect to the citizens' most pressing needs. Investments in stadium construction, improving cultural centres, and the direct support of artists are voices that are constantly facing lack of funds.
While media production has its importance, the values and specifications of this tender suggest a lack of balance between strategic goals and real needs. With the nearness of the mandate completed, a careful analysis and financial responsibility are more important than ever.
