Germany's ambassador to Kosovo, Joern Rohde, has said that the Kosovo government is the only one silent about the work of the Serbian Major Community Association.
He in an interview for Albanian Post also spoke of unaltered measures for Kosovo from the European Union, which he said are returnable, but that the Kosovo government must move to escalate the situation in the north.
The measures warned by the EU and reflected by the federal government are returnable at any time. But for that we have to see moves on the part of the Kosovo government, to escalate the situation in the north. For this, the EU has presented a three-point plan: 1) The withdrawal of the Kosovo Police, as well as all elected mayors from municipal administration buildings. The two heads, in Zubin Potok and Zvecan, already work “from the distance” and show that this works. 2) New elections in four northern municipalities with full participation of Kosovo Serbs. 3) The constructive commitment of Kosovo and Serbia to the EU-brokered dialogue” has said Rohde.
As far as association is concerned, he said only Kosovo is silent about this issue, though it is the main actist.
“Initially here should be remembered that Kosovo has taken over as early as 2013 and 2015 has taken over the legal obligation to establish the Association of Serb-run municipalities. On this basis we and our partners are looking for the establishment of the Association and that contingencies of the Constitutional Court”.
The “through this makes sure that a <x1 state-run state” of Kosovo Serbs is not created. Various shares have submitted possible statutes for the establishment of Association, or at least have held discussions on statutes, among them the Friedrich Ebert Foundation, the US Embassy in Kosovo, even the prime minister of Albania has made a proposal. Only the government of Kosovo, as the main instrument in the matter, is silent further, in terms of proposals for a” statute.
It does not tire of stressing the importance of rule of law. But in the rule of the law, it is also part of fulfilling obligations according to international law, which are undertaken, such as the Association, or the implementation of the Constitutional Court's decisions on the Serbian Orthodox Monastery in Decan”.
