No change in fiscal policies has been made by the Kurti Government since its coming to power, as well as that their resuscitation was part of the governing programme.
As in the past, Prime Minister Albin Kurti spoke of release from tax on basic products, after coming to power, the only measure taken is to free it from minimum wage tax. But the measure is deadlocked, because the Law on the Minimal Page has been sent to Constitutional.
Wykan Bajra, university professor, says that since 2008 fiscal reform very little has been done in reforming the fiscal system and that there have been no concrete indicators they have had on economic growth.
No deeper analysis of the fiscal regime has been done either in the past or in the past, and despite some minor cases, the demands of specific activities are taken into account in correct implementation of tax policies to ensure the stability of public revenues. Neither have the public debt limit, income distribution, capital/government spending priority, economic growth, etc. In other words, no economic activity is encouraged to grow precisely because of a linear regime of fiscal policy application”, Bajra has said.
On September 1, 2015, even two VAT rates -- 18 percent and 8 percent -- had become effective. Also released from customs tax were products considered raw for the production process.
Edison Yacurti, a doctor of the economy, says that if reduced inequality in income is aimed at, overall policy reform is needed, with particular emphasis on tax policies.
“Current schemes are neither progressive nor interdependent as far as they could be. Personal income tax scheme and corporate income must be changed. There's a chance that we're going to have to get a divorce tax back. A series of products of basic consumer baskets should be released from VAT, and perhaps increased for several other products. So space and need for change is also in direct tax schemes and in indirect 48x1>, the Jacurti stated.
According to Yaakut, there can be no reduction in inequality if tax policies are only aimed at lowering the burden of low incomes without increasing the burden on those with high incomes.
Finance Minister Iron Murati had earlier declared that efforts are being made to draft relevant fiscal and favourable policies.
