Periscopi has talked with Protocol expert Haki Merovci, who said that the reform law on the Kosovo state protocol, the rank of the prime minister's protocol can be delegated in four cases: When there is extremely important activity, cases of death, deteriorating health, or extension of his official stance abroad.
