Maliqi has written that Pristina does not return with budgets and central-level projects, the contribution Pristina makes with taxes.
He says Pristina needs millions of infrastructure investments and adds that the highways under construction will serve for escape from the capital at the weekend.

If we talk to the logic <x0 years 20-x1>, one aspect where this complaint is valid is in the constant disregard that the central governments (including today) have made for Pristina. In the capital, it may be that residents' income is larger and one might say that Pristina is why it's agreed, or that in previous years other regions have needed to be compensated. But the contribution Pristina is giving with taxes and burdens which Pristina's infrastructure is carrying as the chief hub of services for all of Kosovo does not return to budgetary and central-level projects. Meanwhile, the mess of infrastructure is growing, and Pristina can never cover needs with municipal budgets. Pristina needs several hundred million investments for the city ring, public transportation, public spaces, parks, urban regeneration of neighbourhoods, etc. Otherwise all these highways that are being built have more crumbs that people could walk away from Pristina on weekends than come to an immortal city.
