Escobar reports in front of Congress tomorrow, mentions the foundation of the Association and the extension of the north

In the report through which Escobar is expected to appear before the Commission, the American commitment to continued integration of the region into Euro-Atlantic structures and particular focus on progress and challenges in Kosovo-Serbia relations is restored.
The significant part of the report focuses on tense relations between Kosovo and Serbia and the need to implement the Road to Normalisation Agreement, which includes the obligation to establish the Association of Serb-run municipalities.
“in February and March, the EU with strong US support -- reached a progressive agreement on the Path of Normalisation of Relations and an annex of implementation offering a framework through which the two countries meet their independent obligations. A key element is the fulfillment of Kosovo's obligation since 2013 to establish the Association of Serb majority municipalities. The association will empower municipalities with common interests, languages and cultures to co-ordinate common challenges in providing some public services, including education, health care and local economic development. Furthermore, Kosovo and Serbia agreed to recognise each other's national documents and symbols. And, importantly, under this agreement, Serbia will no longer lobby against Kosovo membership in international organisations”, it says.
In the report, Escobar expresses his concern for the recent tensions in northern Kosovo and the violence exercised by Serb protesters against peacekeeping forces, police and journalists.
“Since the parties reached these agreements, there have been serious provocations, escalating tensions and violence unacceptable by Serb protesters KFOR, police and journalists in northern Kosovo. In response, NATO established elements of the reserve forces to reinforce the mission; maintain an extended position in northern Kosovo to ensure a safe and secure environment in line with its UN mandate”, it says.
It further emphasizes the coordinated commitment to pushing parties to fulfill all obligations.
“S, together with our European partners, we remain committed to Kosovo and Serbia, calling on both sides to fulfil all their obligations, which are essential for continued progress on both their European ways”, HINA reported in the report.
The Foreign Affairs Commission hearing, to be held by the Subcommittee for Europe, is expected to begin tomorrow at noon.
