Special Prosecution initiates investigations into the route to Komaran, for which the company had offered 5 cents per square meter

Periscope reported that by 2020 the road had eroded several miles on both sides of the practice, from Komoran to the vicinity of Business Park. This was because the company failed to earn a profit, even losing nearly 2m euros, since when it had won the tender, its position for asphalt had been placed in the bid by just 5 cents m2 and had clearly absorbed other positions that would be carried out inevitably.
Periscop has learned that the prosecution has launched an investigation into this contract and management.
“Police investigators authorised by the Special Prosecutor have been in the ministry and have received files regarding the “routine and winter maintenance of A7 auto (Ibrahim Rugova) and A6, from the A7 A6 crossroads to the key to Konjuh project, as well as the National N9””, has announced a source within the MMPH for Periscope.
In this case, Periscope has requested an answer from the Special Prosecutor, but the same has not returned to the publication of this article.
What did Periscop find?
Early in July 2019, the Ministry of Infrastructure, which was headed by Paul Lekaj, had signed a framework contract for three years called “the routine and winter maintenance of the A7 Autoway, A6 from the A7 A6 crossroads to the wrist in Konjuh, and the National N9x1> route.
The contract was divided into two tears.
The second part was won by the group of companies “Damstation Project Project & Via Engineering& Urban”, worth 3,500,654,70 euros, was about maintenance: The Bessy-Gugyca Department, the crossroad of A7/A6 to Konjuh and the key to N2 national route.

For example, knowing that there may only be a need in the field for repair of some section of the road, he had set a price of 12 euros per m2 for the 5.2 “Determination of the pits, tracks, cracks of the circuit layer up to 4 cm of thickness”. The intervention for this position was preceded at 1200m2 at a price of 14,400 euros. 99 thousand euros was meant to be cleaned up and washed at least 2 times a year of district space for 165km, which amounted to 600 euros per cent.
Libran Aliu administration exceeded the contract for 700 thousand euros
The second part of the contract was tied to a value of 3,500,654,70 euros, while it was not met on its terms, on the highway asphalt, Periscope has found there has been a loss of thousands of euros.
Calling on the Law for Access to Public Documents, Periscope received access from MPHI to payment sites for this tender several days ago. It is seen that the total payment has been 4, 302, 924 euros, or about 700 thousand euros on the base contract. This sum is paid for 41 stations. 25 stations were paid only by the current government in 2021-2022.




Periscope has reported that the Ministry of Infrastructure, which is led by Deputy Minister Hysen Dumrish, has issued references for the work done, to the company “Damastion Project” On the date 03.03.2022, for performing the work, still no contracts were concluded and no contract positions were completed. The law does not know “Reference”, but Certificate for the jobs performed

Ministry laboratory confirms paved asphalt is off limits
MMPHI has contracted a laboratory that conducts the examination of building materials and constructions, called IMK “Balkan Project” shpk.
In each project, ministry officials go to work together with the laboratory and see whether the established construction material is a set of standards and contracts. They have done so with asphalt, which has been spread for years in summer.
