According to Miftaright, who leads the IKD, only the Independent Commission for Media can obtain a television license, but not the Government of Kosovo.

Just for information, the Independent Commission for Media can take a license from a television station under the procedure and conditions defined in the law, and under no circumstances does the government or government dictatorship have no legal capacity nor right to suspend or obtain the license of a television broadcaster.
The government can suspend or close a business by law, but a public broadcaster is of course.
