In this request, AKK chairman Sahan Ibrahimi told him that they have just accepted the request from President Attic, but that day they have sent in information on the proceedings that this municipality must be followed to join.
“We as the Association of Kosovo municipalities, but we've just received the request from President Erden Attic, chairman of the Northern Mitrovica municipality for the possibility of membership in the AKK, the same day we sent a tip to President Attic, where we have detailed the procedures that should be followed by the Northern Mitrovica municipality in order to become a member of AKK”, he said.
Ibrahimi explained that a municipality to become a member of the AKK must first make the decision to participate.
Then there is the legality of that decision, and in the next step there is the voting of that decision in the AKK Parliament.
The procedure is that initially the Municipal Assembly of the relevant municipality must make the decision for membership, for expression of readiness for membership in the AKK, and after reviewing the legality of that Municipal Assembly decision, then is sent to the AKK where the next step is that the AKK Convention makes a decision for membership of that municipality. Since the AKK is a voluntary mechanism, it is a non-government organisation, with the fact that a municipality itself shows readiness to join our mechanism is the most welcome”, he said.
The AKK chairman has said if all of these procedures are followed and requirements for membership in the AKK are envisioned, North Mitrovica's membership in this organisation can be made soon, but according to him, the decision must first be made by the Municipal Assembly.
We have now informed Chairman Attic that a decision should be made in the Municipal Assembly of Northern Mitrovica, then those acts, those decisions of municipal countries with legislation in effect, are sent to the Ministry of Management of Local Power for considering the legality of whether they are in line with the legislation in power. Then the demand, that response is turned back by MAPL and we believe that this can be done quickly, but we're believing and then that decision of the Municipal Parliament which is legitimate and sent to the AKK and then the last step is the AKK Assembly where until now it hasn't happened to a member not to be accepted”.
From the AKK's perspective, we need the Municipal Assembly decision of the relevant municipality, which shows readiness and applied to the AKK for membership. We do not intervene in political processes as to what will happen if something like this happens, we believe we will accept the decision from the Municipal Assembly, which will be examined legally by the relevant institution”, he said.
