Spahiu: Kosovo realises it is unable to dictate the policy of powerful states, such as America

Former Kosovo Ambassador to the US Avni Spahiu says the American stance is encouraging that the Association of Serb majority municipalities cannot be contrary to the Kosovo Constitution. Although the establishment of the Association of Serb-run municipalities is a constant request from the international factor, it is encouraging that the US is understanding that association cannot be contrary to the Constitution of Kosovo. At least that's how diplomat Avni Spahiu sees the situation.
It is important that the United States repeatedly reiterates that this association cannot be contrary to the Constitution of Kosovo and cannot have executive competence, so this is still encouraging and does not endanger reports with America, because the US has been and remains Kosovo's main partner”, Spahiu said.
In an interview for Radio Kosovo, Spahiu expresses sceptical about the implementation of the Ohrid Agreement, as the Serb side has a contrast to what the agreement contains.
Until now, but even during the past decade, the Serbian state has made no concessions to Albanians or Kosovo. The Serbian president continues to claim that he will never recognise the state of Kosovo, where there is the essence of the agreement the international community continues to seek to realise”, says former Ambassador Spahiu. Furthermore, he explains that the Serbian hegemonistic mentality is disturbing for the dialogue process.
Kosovo continues to claim that normalisation also implies mutual recognition. And that is the final position of the Kosovo side. A stance calling for a recognition of reality created in Kosovo on the part of Serbia and the creation of completely new reports. However, the hegemoneist Serbian mentality continues to be the same as encouraged by Russia, which has the only partner country in the Balkans and possibly even in Europe. This is also very disturbing for the processes we are going through within the dialogue.”, he said.
As for statements by Kosovo leaders that Kosovo has much pressure from the international factor for establishing association, Spahiu said Kosovo should understand that it is unable to dictate the policy of powerful states.
We're not able to dictate the policy of powerful states such as the United States. We have Washington as our partner and we have to believe in their support, so much more when in terms of Kosovo there has been no fluctuation on its part. The issue of the political and diplomatic modalities Washington uses is for utilitar reasons, namely the moment, which they desperately want to turn Serbia into a European framework and remove from Russia. We understand that! However, I am convinced that even the international community will soon be disappointed and will see how futile such an” effort is, he said.
Spahiu believes the Kosovo side will soon present a draft in terms of association, since it has already provided the Croatian model as an idea.
