Haziri: Kosovo, Serbia working to fail agreement

The proposal, which was made public after the February 27th meeting, includes the parties' pledge to respect all agreements reached so far in the dialogue on normalising relations, as well as their commitment not to prevent each other from obstructing integration processes.
Desert agreements include the one for the establishment of the Association of Major Serb municipalities in Kosovo, which was reached in 2013 but has never been implemented.
Kosovo Prime Minister Albin Kurti has said there can be no one-ethnic association with executive competencies in Kosovo, while Serbia's president, Aleksandar Vuciq, insists on establishing it.
