According to this report, the highest number of employed women is in Pristina, followed by municipalities/ cities like Gjilan, Ferizaj, South Mitrovica.
The municipality with the least of the employed women is Dragas's.
8,739 women (48.8%) and 19,266 men (51.2%);
The Dragasch municipality is a municipality with the smallest number of women employed (17%);
The Pristina municipality has the highest rate of employment of women (64.3%);
Women are represented (less than 50% of total employment) in 20 out of the 33 municipalities for which the data exists.

Today, the GAP Institute released the report “Gender Response Budget in the Community”.
By 2015 when the Law on Gender Equality has been enacted, gender budgeting is a legal obligation for all institutions. The goal of responsible gender budgeting is triple: promoting transparency and accountability in fiscal policies; increasing responsible gender participation in the budget process, and promoting gender equality.
The GAP Institute through this report has analysed the process and impact of the responsible Djindjic Budget (BPGJ) on local-level budget organisations. From 2017 to 2023, it has never happened that all municipalities will hand over the BPG extensions. In many cases, even when they give up, BPG extensions are with a lot of mistakes in the data.
As for the budget drafting process for 2023, 33 municipalities have offered data on the employment of women and men in the municipal public sector; 34 municipalities have provided information concerning the annual wage budget distribution; 25 municipalities have provided data on the number of women and men who can benefit subsidies; 26 municipalities have provided full information concerning the amount of planned and gender-sharing subsidies; 31 municipalities have met BPJ's salary data in terms of the wage level for women and men employed in the public sector.
In 33 municipalities that have filled out the appendix for the BPJ, it turns out they are employed at a total of 18,739 women (48.8%) and 19,266 men (51.2%). Of the 34 municipalities which have filled in the appendix for BPJ, in 22 of them men receive most of the budget destined for salaries. Despite the fact that in 2023 more women than men can benefit subsidies from municipalities in terms of the value of subsidy, 14 out of 25 municipalities that have offered full information presuppose the highest value for men than for women.
The GAP Institute recommends that in the budget drafting process for 2024, MPPT to tighten the criteria for approval of municipal budgets if municipalities do not surrender their appendix to BPJ. Similarly, gender budgeting should be included in the Law on Public Finance Management and Responsibilities, as well as all data about the BPJ process should be part of the draft Project sent to the Kosovo Assembly for approval, as well as part of the municipal budgets for discussion at municipalities./GAP/ Periscope report
