Last night, QUINT states have expressed concern for local elections held in northern Kosovo On April 23rd, saying they do not constitute long-standing political solutions for municipalities involved due to boycotts by the Serb community.

Through a joint statement, these states have called on all actors “to urgently work together among themselves all the interested parties, including local communities, towards a solution that ensures stable democracy, representative and participation in these <x1) municipalities.
QUINT's statement took place a day before the new chairman of northern Mitrovica, Erden Attic, takes the oath at the building of this municipality.
Stressing the need to avoid actions or initiatives that do not serve people's interests or exacerbate tensions, the joint statement stresses that newly elected mayors and municipal municipalities should refrain from exercising competencies beyond their administrative mandates.
In the statement, the most influential countries underline that the task-taking process does not require municipal mayors to take the oath in municipal offices, and that “should not have actions or initiatives either from newly elected mayors and municipal assemblies that do not serve the people or may increase tensions”.
“All parties involved are required to refrain from using force or undertaking actions that fuel tensions or promote conflicts”, the statement said.
The United States of UNIT, stressing support for the EU-led dialogue on normalising relations between Kosovo and Serbia, posed the need for urgent progress in establishing the Community or Association of Serb majority municipalities in Kosovo.
The election appearance in northern Kosovo municipalities was slightly more than 3 per cent, and two municipalities were won by the Vetevendosje Movement candidates and the leadership of two other municipalities received the candidates of the Democratic Party of Kosovo.
Havenier: Not using violence to enter municipal buildings in the north
US Ambassador to Kosovo Jeffrey Havenier has said Thursday that the force should not be used to gain access to municipal buildings in northern Kosovo.
He has made those statements, as new mayors of Kosovo's northern municipalities are expected Friday to take the oath and start work.
The new mayors, all of the Albanian parties, have been elected in elections held in April, in Serb majority-run northern municipalities following the resignations of preliminary leaders, as a sign of disappointment with the Kosovo Government's decision to reregister Serbian illegal vehicles in the RKS Republic of Kosovo.
Much of the citizens have boycotted this election process.
According to Central Election Commission data, 1,567 voters or 3.47 percent of the electoral body have emerged in the elections.
Calls for boycott have made the Serbian List ʹ the main party of Serbs in Kosovo, which enjoys the backing of official Belgrade.
When Havenier was asked how the process could flow on Friday, he said
The United States believes it is important that this thing be done in a way that avoids conflict and increasing tensions in the north”.
“We expect elected mayors to exercise technical role, instead of political, and take actions that are not seen as escalation. For example, we don't think it's a good idea to use the force to gain access to buildings that may not be available now”.
