For more than a year, Victory Guytan has been a task leader at one of the Justice Ministry agencies.

“From the post of replacement position period there have been contests, so far there have been three (3) open public competitions, but for precise data, competent is MPB CHA Public Official Management Department, because they are responsible for developing recruiting procedures for top leadership positions”, the Justice Ministry's response is said.
But according to Gzim Shala from the Kosovo Institute for Justice (IKD) the remaining taskeer for such a period is contrary to the law.
The “is specified that a task leader can remain in position within six months, each day remaining the most considered a violation of the law. This deadline has been given off because it has been found that within this six-month period the institution only chooses the director”.
And according to attorney Ardian Bayraktari, who was once part of the Ministry, due to the importance of this position, the recruiting should happen as soon as possible.
This is a very important institution, so recruiting the new position to exercise this function, I believe, should be one of the obligations the Ministry has to have for the fact that state lawyers are a very important institution that deals with the protection of government institutions in judicial procedures and arbitration”, Bajraktari has declared further RTV Dukagini.
