In the 1.6m-euro contract, KEK had sold 200 thousand tonnes of coal to this company at a price of eight euros per tonne, while the market price at that time was nearly 15 euros per tonne.

In the tender documentation, which was kept hidden, no explanation was given regarding the price and financial reasonableness of the contract, except that KEK had set the price of eight euros per tonne since the tender file.
The large margin at the award was marked as highly suspicious in an internal KEK audience report.
