According to former Constitutional Court Chairman Enver Hasani, with the agreement reached in Brussels and Ohrid, creates a parallel power that will have headquarters in the north, which will rival power in Pristina.
There are things that have been difficult to swallow, association, territorial autonomy and not territorial self-advancedness. What is called the umbrella institution, the umbrella institution of brain autonomy is usually a kind of community, community, ethnic group, language and so on. He said this agreement creates a material constitution.
