The prime minister confessed to MPs regarding the recent meeting in Brussels, and the agreement agreed with Serbian President Aleksandar Vuciq. Government head Josep Borrell said that at Monday's meeting, invited by European Union for Foreign Policy and Security Affairs High Representative Josep Borrell, the meeting was invited with two agendas -- the one for the formalisation of the EU-proposed accession agreement, and second, the start of discussions on the implementation plan.

Kurti said the only article where there is a problem in this agreement is the one related to inherited obligations, and for which there is an international consensus that they must be implemented.

The first of the Government has also clarified the seventh point of the European proposal, or Article 7 in the Basic Agreement, where it speaks of “securing a proper level of self-awareness for the Serb community in Kosovo and the capacity to provide services in specific areas, including access to financial support from Serbia and a direct channel of communication for the Serb community with the Government of Kosovo.
Kurti said that Article 7 of the proposal speaks to the Serb community, not to Serb majority municipalities.
Article 7 speaks of the Serb community. So the Serb community is not predominantly Serb municipalities. There are two different things. The Serb community exists in both Ahtisaari's plan and the Constitution. The agreement envisions that the rights of the Serb community should be drafted in line with the rights of the Council of Europe”, Kurti said at the plenary session.
Also, the head of the Government of Kosovo stressed that such isolation is envisioned in Article 22 of the Kosovo Constitution.
So the maximum that such self-enlightening could mean is what the constitution envisions in its Article 22. The main proposal makes no reference to what such self-enlightenedness would mean, while the high ceiling is the Council of Europe's Framework Convention. This means that the result should be a format of respect for individual not territorial rights of minorities. There are no communities without individuals, but individuals cannot become communities. The framework Convention has the subject of individuals who are part of minority groups and that's the meaning of Article 7. So Article 22 The Constitution is reference to individual rights”, concluded Kurti.
As for establishing the Association of Serb majority municipalities, the head of the Government said it would negotiate something that is not in accordance with the Constitution, while stressing that it would not do the mistakes of past governments, as he said in the Assembly, would only try to eliminate past mistakes, or reduce them.

Regarding six conditions for the establishment of association, Kurti said that he has not changed his attitude, concept or purpose, and that everything he has said is still valid.

However, Abdixhiku said that what Kurt is bringing is acceptance of this association despite several years of opposition.
And the chairman of The PDK, Memli Krasniqi, has said that from the state's goal of a final agreement with mutual recognition in the centre, this process has been degraded in a provisional agreement with the Association centre-based”.
“We are talking about an agreement in which Article 10 without mutual recognition accepts association, at Article 7 enables the creation of an autonomous system for Kosovo Serbs, and not to talk about Article 11, so it's about the anaxis that opens up a lot of questions. Above all, from what we have seen that agreement, it cannot enter into force without coming to the Kosovo Assembly for ratification”, Krasniqi said in the Assembly.
We remember that on February 27th, Kurti and Vuciq agreed in Brussels that there should be no additional discussions about the EU proposal.
