But for the basic agreement to function, consent must also be given to that document specifying steps that will enable the implementation of the agreement. Therefore, it is a commitment for both, especially for the Kosovo prime minister, is the requirement to continue with the establishment of the Serb-run municipality Association of Serb Majority”, De Riu told Klan Kosova.
”Sic was highlighted several times, as by my colleagues, the QUINT ambassadors here, in previous interviews, but above all at the level of Brussels and the chiefs, this agreement, in fact, is a pragmatic agreement, let's say, take into account the current situation. In the current situation, frankly, it was the maximum that could be achieved, but it is an intermediate phase because it is clear that to continue towards their European integration, both Serbia and Kosovo will have to reach a moment in which mutual recognition” will be established.
” Before joining the European Union, it will have to achieve a recognition between the two, a bilateral recognition, yet I would like to focus on the priorities Kosovo will have from today, not just in the future, that in any case this agreement allows recognition of state symbols, recognition of territorial integrity and at the same time has economic priorities, because through this agreement a series of obstacles will be unblocked that today, between Serbia and Kosovo, pose a significant obstacle to Kosovo's own economic development<1).
“Whatever the problem between Belgrade and Pristina may be, geography is what determines elections, long-term elections. Serbia and Kosovo will continue to be neighbours, are border states and to increase the well-being of the population, development of their economies, it is necessary to remove those political barriers that today hinder free trade, movement of any kind of capital. This agreement begins to help this process. That is why we are pushing hard to reach this agreement, which is not final, but already enables great and visible priorities for the economic development of both countries and Kosovo in particular”, the Italian ambassador said.
The establishment of the Serbian majority municipalities' association is demanding the other QUINT municipalities.
On February 27th, Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq have accepted a European Union proposal in Brussels, titled “Agreement towards Kosovo-Serbia normalisation”.
One of the most important provisions of the 2013 agreement is the establishment of the Association of Serb-run municipalities in Kosovo.
