Subventions higher than capital investments. The budget is considered social and to buy social peace.

The director of the “Riinvest”, Alban Hashani, has demanded that the budget be led to the share of capital investments, while Democratic Party of Kosovo deputy Hajdar Beqa, considers it a budget “rectoral and to buy social peace”.

The value of subsidies for 2024 exceeds the figure of 1 billion euros, while 850m euros for capital spending.

And this planning is not being seen properly for Hashan. He has said institutions are unfortunately failing to execute even the capital investments they plan.

I think in terms of budget organisation. The budget is the government's unfortunately only instrument that could have direct intervention in infrastructure, but in other ways as well. It is recommended that the share of capital investments at the level of planning be more than 1/3. And unfortunately, at the level of planning, we have a smaller burden, as it has the largest burden of subsidies and transfers that remain high, and which are fully executed, while capital investments are not being executed, so we're stuck there, and the biggest return is exactly those sectors. On the other hand, policies aimed at promoting investments in processing sectors remain limited”, Hashan said.

In addition to the demand for increased capital investments, Hashan has urged the efficiency of implementing these projects to increase. He has said that there has been a deadlock in implementing projects.

I think that because of the structure that Kosovo has, the share of subsidies and transfers will continue to remain large, especially because we don't have a social security system so this is financed through the budget, however we have to take care of the share of capital investments to increase, but in parallel with this one needs to increase the efficiency of implementing these projects. So we in line have had a jam in implementing projects which, therefore, even lowers it for the share of capital investments in the budget. In general I think that Kosovo is conveying a historical trend of development, which is unfortunately not sufficient trend to make the major transformation”,.

And Democratic Party of Kosovo deputy Hajdar Beqa has named the 2024 budget as electoral and to buy social peace.

Beqa has said of Online Economy that over 90 percent of capital investments are busy projects, while the budget calls it undeveloped.

I think this budget doesn't exactly settle citizens' demands for 2024. It's a more electoral budget and a budget to buy social peace because if we take capital investments around 91% are roughly 9.2% new projects, but even if we look at the division for municipalities, we see that municipalities in Kosovo are the majority that are led by heads who don't belong to the current majority are actually trying to discriminate through the budget that is also illegal. This budget has nothing to do with economic development, this is a goods budget of services, and it doesn't take for the basis of salary growth, and the cofficient neither to the police, firefighters, educators, health, but it is more of a budget that is shared as charity, which has no analysis to send the country before”, Beqa said.
