The Kosovo government approved yesterday the draft budget for 2024. The budget value will be 3 billion of 314m euros. After approval by the government, the draft budget will go to the Kosovo Assembly for vote.
The Democratic Party of Kosovo has said they will not vote.
PDK MP Ganimete Musliu has told Gazeta Express that this budget does not contribute to economic development and increased citizens' welfare.
We've taken the budget for 2023 today, analyse it at the sea, and we'll go out with our attitude. From what we have been able to analyze for this short time, this budget is not the budget that contributes to economic development, it doesn't affect the growth of citizens' welfare, so we won't vote”, Musliu declared.
Musliu estimates that this budget has no effect on the economy. Says Kurti Government “is continuing to deceive citizens”.
This budget is completely extenuating without any effect on the economy. 72% of the budget is planned to be spent on current expenditures, which have no impact on economic development. 32% of the budget is planned to be spent on subsidies and transfers, where the Kurti government continues to impress citizens with segravities instead of raising wages and citizens with dignity in living with their wages. For hire wages, 24% of the overall expenditures have been singled out, the rise of the coffient from 105 to 110 has no effect on employed salaries in this area of economic growth and inflation. 16% budget spending will go towards government luxury for goods and services. Only 25.9% have been envisioned tools benefiting citizens, for capital investments including investment clause”, Musliu says.
Regarding separate capital investment means, Musliu says only 49 million are for other projects. She also accuses Kurt of code manipulation.
There is no innovation compared to the previous years. Out of the 858m euros planned in 2024 for capital investments, only 49m are new projects. All other projects are projects carried by 2023 and other years. What's the worst there is figure manipulum in the budget by presenting %s of the growth of the budget through the sector that does not stand”, Musliu has declared.
And for separate means for municipalities, Musliu says that even in this budget, in terms of projects separated from ministries, municipalities that are led by the Vetevendosje Movement have been favoured.
“Budget per municipality is divided according to the formula of the municipal budget law. The problem is to divide ministries' projects into municipalities. From what we see in this budget project, the trend of planning is the same as three preliminary years in which projects separated by ministries have mostly gone to municipalities where the VV government. 30,83% of capital investments in the 2023 budget have gone to the municipality of Gjilan, 17,20% in the area of Entrance. The same has happened in the 2024” budget, Musliu says.
