KMDLNj has reacted to a Justice Ministry decision in Albania, where this end of the year, 570 prisoners and convicts are expected to be pardoned.

KMDLNj says that in Kosovo, since the end of the war, there has been no forgiveness of persons deprived of freedom in the absence of legal basis for this. Prisoners have been able to apologize only by the president and the Council for Freedom with Condition.
Albania's Ministry of Justice through a law made a decision to forgive 570 prisoners and convicts, which is fully complying with international human rights standards as well as with the rights of persons deprived of freedom. The recipients of this apology are classified according to the weight of the work, punishment, age, health, gender, and scale of resocialization, etc. This is not the first pardon to be made in Albania, but that has turned the saying in order. In Kosovo, since the end of the war there has been no forgiveness of persons deprived of freedom in the absence of legal basis for this. Prisoners have been able to apologize only by the president and the Council for Freedom with Condition. These addresses are still present at the time when the pardon from the president is an existential saying, while the recently issued Freedom Panel is behaving more lyrically, though neither close to what is deserved by those deprived of freedom.
KMDLNj has consistently demanded that the Law for Amnesty be voted out, but that no actions have been taken out of the promises, mainly for political purposes. The Ministry of Justice in Kosovo has no possibility or legal responsibility to forgive prisoners in any case, but has not shown any willingness to engage more seriously in this respect, neither that which is now in government nor those before it.
Deprived of the freedom handled in Kosovo's supporting and correcting institutions, under normal circumstances after the Tʹi has carried out 2/3 of the sentence, to the Kushti Freedom panel, which makes a decision for immediate release if it estimates they have met the conditions and which are then monitored by the Kosovo Sprovatory Service if the provisional release behavior is in line with the panel's decisions.
Nearly as many prisoners benefit in Albania from the Law for Forgiveness, which is 570, the estimated number (500-600) address the president of Kosovo for forgiveness and no forgiveness! The president has the right to do so because of all prisoners who are apologizing, he may not forgive anyone because he has this right, he may consider the ad hoc commission's recommendation, but he may completely ignore the ad hoc commission proposal, and in no case is considered a violation of law or responsibilities for this action or inaction. On the other hand, with this behaviour of the president, major problems cause the Kosovo Correcting Service working with prisoners, from accession day to the day they are released. The refusal of all requests for forgiveness by the president/president presents a blow to the SHKK for having devaled them before prisoners and takes the motivating argument that with good conduct, prisoners will win, especially forgiveness. Prisoners can create good physical conditions, good treatment, conditions for resocialization, but they do not carry any weight if you cannot afford early release or release of punishment.
If you compare the conditions of prisoners in Albania and Kosovo, the conditions are unmatchedly better in Kosovo as if even treatment is better. Prisoners and convicts in Kosovo are much more social and co-operative in Albania's resocialisation programme, but they benefit far less than those in Albania. Kosovo has lesscivilists than they are in Albania, so it is not understandable that Kosovo institutions are not committed to adopting the Law for Forgiveness and that would benefit all sides”.
