ZERE: Elektrossever s '%s' has met no criteria

The Serbian company, Elektrosever, licensed for the supply of northern Kosovo with electricity, has not yet met the conditions that the Energy Agreement guide between Kosovo and Serbia, mediated by the European Union. Although he has less than three weeks left for one thing, the Kosovo Energy Regulatory Office will say about Radio Free Europe that, based on information they have, none of the set criteria “has been met”.
The Energy Agreement envisions citizens in northern Kosovo paying for the current spent by this autumn of this year for the first time in more than two decades.
REL has also asked the Elektrosever company to implement the agreement criteria, but, until the publication of this text, there is no response.
The Energy Agreement Guide stipulates that, in the event of inaction with the conditions set for the license, the Elektrosever can be suspended or withdrawn from the Energy Regulatory Office.
However, such a decision would have to be discussed in advance between the parties, between Kosovo and Serbia respectively.
THE ZER approved Elextrosever license on 24 June, or 82 days ago.
Elektrosever is owned by Serbia's energy company EPS (Electroprivreda Srbije), but in Kosovo it is founded with Kosovo laws.
This company is meant to make both supply and destiny of the flow spent in northern Kosovo . . Part inhabited by Serb majority.
Its license is envisioned with the Agreement between Kosovo and Serbia on Energy, which was reached in 2013, but reconciliation for implementation of this agreement, or the guide, has been reached on 21 June.
Conditions to Fulfill
Just three days after, based on guide conditions, sir. RRE has licensed Elektrosever.
Within ten days of the license, Elektrosever had to sign technical agreements with the Kosovo Electric Energy Distribution Company, KEDS, and the Kosovo System, Transmission and Electricity Market operator COSTT, in order to operate on the Kosovo market.
After a deal with COSTT, within 15 days, Elektrossever would be equipped with some identification codes for performing activities. While 30 days after that, KED and COSTT would gain access to Vallach's controversial substation, as well as to the other electricity distribution infrastructure.

As a guide, it is also said that within 45 days, COSTT and KEDS, in consultation with Elektrosever, would surrender Z. RHRA is an investment plan, maintenance costs, as well as network losses, based on the analysis of existing infrastructure.
Only the international factor's intense pressure, in this case of the EU and the US, can force [Electrever] to accept and fulfill obligations under the” contract.
Within 21 days, then, Z. The RRE would approve these plans in principle.
COMM STT confirmed for REL has not fulfilled the part of the deal with him.
“Electricever has yet to provide COSTT data for electricity consumers”, COSTT said.
Asked by REL if implementation of the guide has failed, Z. The RRE said that “is still early to prejudge this”.
In an email sent to the Kosovo Prime Minister's Office on September 9th, with the question of what steps can be taken to the Elektrosever company in case of failure to meet conditions, REL has not been answered.

Energy Problem in the North
The need for an energy agreement has arisen after citizens in northern Kosovo mostly Serbs have not paid for the flow spent since the end of the war in 1999.
The refusal has resulted from civic disobedience, but also the impact of various structures there, operating under Serbia's correction.
By the end of the war by 2017, the current spent in the north has paid citizens of other parts of Kosovo, who have received increased bills.
From 2017 onward, due to numerous citizens' complaints, responsibility for the payment has been handed over to the Government of Kosovo.
With the Energy Agreement, it is presumption that the electronicsever company will make both the supply and the luck of the electricity spent north.

Elektrosever would not produce electricity, but would buy it either from the Kosovo Energy Corporation or from another bidder on the international market while running it itself.
In an interview for Radio Free Europe on August 8th, Kosovo Prime Minister Albin Kurti has said that in the event of the agreement's failure, Kosovo's government will not have the opportunity to continue to pay the electricity in the north in autumn.
