In the Russian television report, the papers are printed in a local office. An office employee has said the first ballot papers have started to surrender at polling stations.
Election commissions have also reportedly started work.
The vote is expected to begin Friday, where it will go door-to-door.
Some options are preceded. We're going door to door, of course, to keep people safe. Everything is organized, each has received instructions, we are working”, said Marina Fomiceva, chairman of one of the local election commissions.
Over 460 polling stations will open only on September 27th, on the last day of the referendum.

The referendums planned by Ukrainian territories occupied by Russia have been strongly opposed by the West.
Russia began its invasion of Ukraine on February 24th.
