Rafael Grossi was quoted by the Associated Press news agency as saying Zaporizhija's plant needed an inspection and repairs.
“You have a catalogue of things that should never happen in any nuclear facility,” he said, BBC reports, broadcast Express.
Europe's largest nuclear power plant is dangerous near fighting.
US Secretary of State Antony Blinken accused Russia earlier this week of using the plant, which he conquered in March, as a military base to launch attacks on Ukrainian forces.
Ukrainian officials have said the Russians station troops and guard military equipment on the thermal site of the Dnipro River in southern Ukraine.
But an official installed by Russia in the region told Reuters news agency that Ukrainian forces were using weapons supplied from the West to attack the plant.
