The newspaper Blic has secured the Society's letter to Gervala, through which it has expressed concern for foreign service career diplomats until it says that this service is being degraded.
According to the Association, concerns have its starting points in the arrangement of former Diaspora Minister officials in the MPJ, positions like that of the Secretary General, the head of the Staff Office, etc., which say it is illegal and outside any legislative criterion and the logic of functioning of the foreign affairs distributor.
The document says that this phenomenon has preceded the formation of the commission for organising MPJ officials, who have ignored the principle of legitimacy and transparency, acting for personal interests and the entity installed in the ministry.
The association has also stressed that when important processes are developed for foreign and MPDJ officials, everything goes into administrative silence, there is no information.
It is further mentioned that the Commission for Systematisation has had no transparency at all and then these groups have drafted a regulation, “document”, which is only in the service of their interests and is not in accordance with the law for foreign officials.
The association also suggested that this group's experience has led to a lack of diplomatic staff and the open competition in February has never been closed.
The letter also states that this group at the ministry has also hampered the work of unionists, where members of the Society have moved to jobs without their own desire.
For all these illegal actions, as the Association says, it will follow legal ways through relevant institutions and will also co-operate with the BSPK Union Centre in Kosovo, as well as the one in Brussels.
And what we want to point out is that, unlike your predecessors, the Union Association has not been ignored in this measure and in this way, and has not fought as zealously as it is now”, it is said among other things in this letter.
They have told Minister Gervalla that different competitions that have been opened are illegal, and have also told him of taking over the law and dismissal of ambassadors and warning of other dismissals, it has acted arbitraryly.
Concern has also been expressed about the appointment of new consuls and members of diplomatic staff, which the government had said would have no new appointments.
The Union Association has addressed Minister Gervala with several requests:
The annulment of legally-based and unplanned competitions with the needs of the MPJ, to be abolished with all pre-intensive systems' decisions and the proceeding of the regulation for internal systematisation, to initiate the withdrawal procedure of all current consensuss by the ranks of political appointees, to be banned as soon as possible from the installed practice of working in close groups, as well as to have transparency and information, to be arranged by all officials who have remained untapped and informed.
In addition, they have requested that work be allowed without interference.
For all of this, the Association has requested a meeting with Minister Gervala.
