“The order for the Commissions from the Ministry of Finance and Education, regarding lists of workers on strike, is violation of autonomy, attempted blackmail and intimidation, and action that conflicts with the principles of division of powers”, Tahiri wrote.

The order for the municipalities from the Ministry of Finance and Education, concerning the lists of workers on strike, is violation of autonomy, attempted blackmail and intimidation, and action that conflicts with the principles of power sharing.
The autonomy of municipalities is defined with the European Charter for Local Self-Government, as well as the Constitutions of the Law for Local Self-Government (Nani 17), where the municipals' personal competencies are defined.
Similarly, with this the Ministry of Education, there is a decision by the Constitutional Court (Page 46-49) for the school case in the Kamenica municipality. Instead of communication, consultation and co-operation between two levels of governance, letters in the form of congregators, and inter-institution conflicts build dangerous practices.
My message to the government is simple: you're not on the land of bread, you don't realize it's necessary to get the dialogue between social partners, so that this form of pressure does not extend to other mechanisms.
