A step forward and three steps back, the reason we've entitled it this way is because even the Kosovo- Serbia is now going in this direction, even though we saw that an agreement between Kosovo and Serbia for energy was reached in June, the energy guide was reached, we have immediately seen that the guide is not being implemented on the ground as it was before”, Hajoli said.
According to Hoagjoll, dialogue is being characterised in discussing topics that have been achieved in past agreements.
“After a decade, the parties are discussing the free movement agreement, issuing documents to border points, so we have a return to the 2011” process, it added.
She said KDI as an urgent issue sees the discussion of the final agreement, as according to her, it provides solutions to the technical elements of the dialogue.

Hajolli said it is necessary that the government also have an internal dialogue with the Serb community in Kosovo, as well as to increase transparency for the development of dialogue between Kosovo and Serbia.
The government must draft a state agreement implementation report to be shared with the public assembly, to see what is happening”, it has continued.
According to her, interparty co-operation is most necessary for dialogue.
