The incident occurred about 5am in the Black Sea city of Burgas after the bus refused to stop at two successive border police stations, the AP reports.
The Turkish license bus carried 47 immigrants whose nationality is unknown.
The bus had entered a residential area when police officers stopped their car in front of it. The bus crashed the police vehicle and then passed over it before crashing into a bus stop.
The two executives in the car were immediately killed. No more injuries are reported, and the investigation has begun.
