Ibrahim in an interview for KosovoPress, among other things, talks about capital investments and economic development, which he says over 100m euros have not been invested at the local level.
The municipalities, according to him, have had a huge problem with implementing the collective contract. That is after the government has forced it to be implemented with municipal money.
On 23 August, the legal and legal representatives of the municipalities of the Republic of Kosovo will file charges against the Ministry of Education, Science and Technology, as well as the Ministry of Health. So, municipalities have been mobilised and all together on Tuesday we're going to release the indictment. Based on the analysis of the Kosovo Commission Association, it is estimated that the damage that has been done to municipalities with the implementation of collective contracts by taking over the financial means to municipalities is over 35m euros, and we have requested and will again demand that these means of the municipalities be transported so that capital projects, which are available to be implemented with these financial means and to find implementation. So all these financial means go directly to the benefit of the citizen. You have been illegally taken into municipalities because the contracts are signed from the central level, while the financial burden has fallen on the municipalities”, he says.
While in terms of capital investments, Ibrahim says the first means are spent.
According to him, many projects which have been the first to invest in Kosovo municipalities have been banned from the central level due to the dysfunction of the OSHP board.
The “is seen as about 11% of all financial means in the Republic of Kosovo, previously or destined for capital investments, have been spent. This is sad because it's the first time that this is happening, that an extremely small percentage invested in the Republic of Kosovo, and with that the local economic development is not happening because there is no investment but also we can say that many projects which have been previously invested in Kosovo municipalities have been banned from the central level due to the failure of the O board. The EPS, where there are over 80m euros or 100m euros which at the local level are not invested, as well as price hikes. This low percentage in capital investments has also directly affected private economic operators”, Ibrahimi followed.
He also spoke of the Serbian Communist Association.
“I believe that the Government of Kosovo can create a team that is envisioned with the 2013 agreement, but also with the 2015 Framework Agreement, to begin drafting the statute of this mechanization which will then be sent to the Constitutional Court to verify whether it is in full with the constitutional spirit or not”, Ibrahim adds.
Furthermore, Ibrahimi has said that municipal directors, who are organised in the education college at the Kosovo Communist Association, have raised concerns about providing textbooks.
Our only knowledge in one municipality has been sent to school books and we are waiting for supplies of textbooks to take place in other municipalities as well because it is the extremely short time. We hope August will take this much more seriously and not act like last year”, says Ibrahim, adding that all the notes which are required from the central level to the local level have been met and are expected to send the central level to Kosovo municipalities. /kp/
