Periscope found that the municipality, contrary to the Public Procurement Law. - LPP and other secondary rules have set a discriminatory criterion for competing companies, or Only favouring one company.

This requirement conflicts with Article 7 and 28 of the Public Procurement Law, since according to these provisions, the drafting of conditions and criteria should be done in line with the goal and directed towards ensuring the best approach for all concerned economic operators and tenderers, always in line with the standards applied to the law, and not set as criteria a certificate that only one person owns in Kosovo.

This is essentially about certificate “Design and Information of ITS (Intellent Transport System) for Trapic and Transport Management in Urban Areas”

Periscope has sent several questions to the Pristina municipality's address, where it has asked to know why such a criterion has been set, and whether an operator will be expelled from the race if he meets all criteria but lacks engineering this certificate. The Pristina municipality has refused to respond during today.

Not even Shehu responded to Periscop's interest.

Periscop found Shehu a shareholder in the company UNP.K, which for primary activity has technical testing and analysis. This company is participating in the contract in public tenders.

Periscope has also looked at special contracts that have only to do with the traffic problem that engineering will do on A Street, which has been asked for certificates. Nowhere has he faced such a request. Periscope has seen the tender file of this procedure and no certificates have been requested for communications engineering. So this request was, but it was required that he have completed only university schooling.
