Periscope found that the municipality, contrary to the Public Procurement Law. - LPP and other secondary rules have set a discriminatory criterion for competing companies, or Only favouring one company.

This requirement conflicts with Article 7 and 28 of the Public Procurement Law, since according to these provisions, the drafting of conditions and criteria should be done in line with the goal and directed towards ensuring the best approach for all concerned economic operators and tenderers, always in line with the standards applied to the law, and not set as criteria a certificate that only one person owns in Kosovo.

Periscope has sent several questions to the Pristina municipality's address, where it has asked to know why such a criterion has been set, and whether an operator will be expelled from the race if he meets all criteria but lacks engineering this certificate.
